Short course in Vulnerability Risk Assessment (NQF Level 5)

The University of the Witwatersrand will be running an NQF Level 5-rated certified short course in Vulnerability Risk Assessment from 24th-28th May 2010 at the Sunnyside Park Hotel, Parktown. The course is aimed at providing government and non-government practitioners with an introduction to the knowledge and skills required to undertake Vulnerability Risk Assessments as required in terms of disaster management legislation, and in light of the need to reduce vulnerability to climate change, disaster risk and food insecurity in southern Africa. This is directed by Professor Coleen Vogel of the reVAMP research group in the School of Geography, Archaeology and Environmental Studies at the University of the Witwatersrand, and facilitated by Dr Katharine Vincent and Ms Tracy Cull, with guest lecturers. Ferdie Mocke, the MD of DMS, was invited by the University of the Witwatersrand to partake and act as a guest lecturer. For further information, click here!
   

Integrated Response Management… in preparation for 2010 – training sponsored by InWEnt

DMS was appointed by InWEnt [Internationale Weiterbildung und Entwicklung (Capacity Building International, Germany)] to assist in capacity building in the host cities for the FIFA 2010 Soccer World Cup.  DMS presented the “Integrated Response Management (IRM)” programme in the provinces of Gauteng, Western Cape, North West, Eastern Cape, Mpumalanga and Northern Cape.  Due to the success of this programme, InWEnt sponsored a follow-up programme in Mpumalanga, with other host cities hopefully to follow soon.

 

 

Assisting the KwaZulu-Natal PDMC in the Preparation of a Provincial Disaster and Risk Management Master Plan for 2010 FIFA World Cup Events

The KZN PDMC requested tenders from suitable service providers to prepare an integrated 2010 provincial disaster and risk management plan towards the state of readiness to prevent, mitigate, respond to and prepare for any risks that may occur or threaten to occur in the KZN Province during the hosting of the FIFA 2010 Soccer World Cup event.  The tender was awarded to DMS, and the work is currently being conducted under the leadership of one of our directors, who has had to relocate to Pietermaritzburg for the duration of the project.  Through this we also believe that we are assisting the country in hosting the biggest soccer event in the world.

 

 

The RTMC requests the development and implementation of a National Incident Management Framework

DMS was awarded the tender to assist the RTMC (Road Traffic Management Corporation) in the development and implementation of a National Incident Management Framework and guidelines on provincial and local policies.  The project kicked off with a documentation study of this complex subject to ensure that all legislation and current policies are taken into account.  During February and early March 2010, one national and nine provincial workshops will be conducted to determine the current reality and challenges in the development and implementation of a National Incident Management Framework.  The project should be completed by the end of 2010.

 

 

DMS renders support to the NDMC in their FIFA 2010 World Cup Events Preparation Programme

DMS is currently assisting the NDMC in their quest to determine the country’s disaster management fraternity’s readiness to present the FIFA 2010 Soccer World Cup event.  An audit was conducted at the end of 2009 and all the documentation was submitted to the NDMC.  After careful evaluation, further assistance will be rendered where possible to ensure that all the necessary plans are in place before the kick-off date.

 

 

Review of the damage caused by the 2009 Fires in OR Tambo District Municipality

When devastating fires hit the OR Tambo District in September 2009, the local disaster management officials requested help from DMS.  Dr Len Brunyee, the Eastern Cape Managing Director, was on the scene the next day and was soon joined by Ferdie Mocke, CEO of DMS.  After the 1st rapid assessment, a complete assessment was requested by the Municipal Manager, and this was conducted about 3 weeks later.  The results will be used to request additional monetary assistance from the National Treasury.

 

 

Review of the Waterberg District Municipality’s Disaster Risk Management Framework and Plan

The Waterberg District Municipality previously engaged a service provider to develop a Disaster Risk Management Framework and Plan for the District.  In accordance with the DM Act, however, they wanted to review these documents and awarded the tender to do so to DMS.  Various workshops were held in the region, amongst others, to conduct risk assessments at the planned public viewing areas for the FIFA 2010 Soccer World Cup.  The final presentation was done to the Municipal Manager and the client is very happy with the results of the project.

 

 

Conducting a Risk Assessment for the Victoria & Alfred Waterfront in Cape Town

Being one of the biggest tourist attractions in Cape Town, it is essential that the V&A Waterfront provides a safe recreational space for tourists.  After attending the NETaRNRA workshop in Cape Town, the V&A Waterfront requested DMS to assist them in a high-level risk assessment.  The study was completed within the suggested time frame through the use of the excellent technology solution offered by DMS.

 

 

The Development of Disaster Management Plans for High Risk Areas in the Cape Winelands District Municipality

DMS was appointed as subcontractor by Africon to assist the Cape Winelands District Municipality in the development of disaster management plans for previously identified high risk areas.  Geoff Laskey from our Cape Town office was the main DMS resource working on this project, and he used his wide experience to ensure that the client received a document covering all the requested scenarios.  The success of this project strengthened an already good working relationship with the client.

 

 

Review and finalisation of the Gert Sibande District Municipality Disaster Risk Management Policy Framework

 

May 2009
The Gert Sibande District Municipality requested the assistance of DMS to ensure that their Disaster Risk Management Policy Framework is reviewed and finalised.  After studying all the relevant documentation and comparing it to the Guidelines as published by the NDMC, the officials were assisted in the compilation of the policy framework and the supporting policies.  The completed documents are now ready for final submission.

 

 

Facilitation of Sedibeng District Municipality’s Disaster Management Indaba

Sedibeng District Municipality approached DMS to facilitate their district’s Disaster Management Indaba.  Different role players and presenters were invited and actively engaged with each other whilst considering issues on how to build resilient communities, as well as their different roles and responsibilities within Disaster Management.  The indaba was a success and a full report was submitted to the District Municipality.

 

 

Disaster Management Awareness Training for Advisory Forum Members and Volunteers on behalf of the Gauteng PDMC

With the existing good working relationship with DMS, the Gauteng PDMC entrusted DMS to capacitate their Advisory Forum Members and Volunteers in disaster management. The training was conducted for a day for each group and the participants left with enthusiasm about their roles and responsibilities in disaster management.

 

 

Conducting a Review of the Rehabilitation Process in the Ugu District Municipality after the June 2008 Floods

DMS was approached to assist in the review of the rehabilitation process after the floods of June 2008.   Questions were asked about what happened, where did it happen, what was the success of the response operations and more important – what can be done to prevent or mitigate in future?   One can either go into such an exercise with the objective to assign blame or to find solutions.   DMS aimed at providing a workable solution that can be utilised in the future in similar situations.

 

 

Development of a Corporate Disaster Risk Management Plan for Vhembe District Municipality

During the Vhembe Disaster Risk Management Summit held on the 21st of February 2008, it was clearly indicated and unanimously agreed that a Corporate Disaster Risk Management Plan must be developed to confirm the arrangements in the Vhembe District Disaster Management approach to effectively prevent disasters from occurring and to lessen the impact of those hazards that cannot be avoided.  Experienced service providers were thus invited to tender for the compilation of a District Disaster Management Master Plan for Vhembe District Municipality.  The tender was awarded to DMS and the project was completed successfully in September 2009.

 

 

Implementation Strategy of the Cacadu District Municipality Disaster Management Framework

Cacadu District Municipality wanted to simplify their policy framework and implement it. In order to do this they wanted to develop a strategic implementation plan for disaster management in the district.  DMS facilitated this process and assisted the district and the nine local municipalities in the implementation of the policy framework of the district.

 

 

Training of Municipal Mitigation Monitoring Task Teams (MMMTTs) in West Rand District Municipality

The West Rand District Municipality invited DMS to facilitate their MMMTT meetings and build capacity. After completion of the process, all the stakeholders had clarity in terms of to their roles and responsibilities within disaster management – after all…. NDMC (dplg): Conducting a National Education, Training and Research Needs and Resources Analysis (NETaRNRA) for Disaster Risk Management in South Africa

The Department of Provincial and Local Government (“dplg”) was entrusted with the responsibility to oversee the implementation of the Disaster Management Act (Act 57 of 2002) and the National Disaster Management Framework (NDMF) 2005.  One of the stipulations of the NDMF was that a National Education, Training and Research Needs and Resources Analysis (NETaRNRA) for Disaster Risk Management in South Africa must be conducted.  The NDMC entrusted DMS with this mammoth task.  Professional researchers were engaged to partake in the project, various workshops were held and questionnaires were compiled and distributed to people involved in disaster management throughout the public and private spectrum.  The report was accepted in November 2009 by the NDMAF and should inform the development of a Disaster Management Education and Training Framework.

   

DMS KwaZulu-Natal lands its 1st major tender

DMS was awarded the tender for the “District Disaster Risk Management Plan” issued by the Umzinyati District Municipality.  We have commenced work in the district and will follow our proven approach of providing training and capacity building whilst assisting the client to develop the complete plan.  This is the first major project where the DMS subsidiary in KwaZulu-Natal is involved – we hope that it will be the start of a close working relationship with the authorities in the province.

 

 

Programme in Disaster Risk Management in the Western Cape

DMS Western Cape is currently presenting the UNISA accredited “Programme in Disaster Risk Management” in George.  Attendees include representatives from Eden and Central Karoo District Municipalities, as well as from George, Oudtshoorn, Cederberg and Knysna Local Municipalities.  On successful completion of this course, learners will receive a UNISA certificate indicating their achievement.

 

 

Metsweding Advisory Forum

The Metsweding District Municipality contracted DMS to assist with the establishment of an Advisory Forum for their area.  With the help of DMS the Forum was established and all the members were capacitated with regards to their roles and responsibilities in such a forum.

 

 

Capacity Building in the Gert Sibande District Municipality

Gert Sibande District Municipality contacted DMS to provide training in Disaster Management in their district.  DMS was glad to assist them by presenting the following from our training products:
 

·         How 2… Plan & conduct community driven risk assessments;    

·         How 2… Develop & implement risk reduction strategies; and    

·         How 2… Develop & test contingency plans.    

The participants are now ready and motivated to implement all that they have learned in their district. 

 

 

DMS Limpopo – Molemole Local Municipality’s Disaster Management Plan

DMS was appointed to assist the Molemole Local Municipality in the compilation of their
Disaster Management Plan.  This is the 1st time that the newly established DMS Limpopo subsidiary become involved in work in the province, and we believe that it will be the 1st of many positive interventions in the province.

 

 

DMS Eastern Cape – Buffalo City trusts DMS to provide Workable Solutions

DMS’s multi-disciplinary and highly skilled team was awarded the tender for a capacity building project in Disaster Risk Management that covered all 45 wards in the Buffalo City Municipality. Each ward committee exclusively selected a representative to attend this programme on “How 2… conduct a community driven risk assessment”.  This was expertly presented by DMS Eastern Cape and all the participants learned the basic concepts of hazard identification, vulnerability and capacity and compiled a risk profile for their specific areas with the help of the Disaster Buster ™ Risk Mappers.

 

 

Mpumalanga Advisory Forum

DMS has been working in Mpumalanga since 2005.  The most recent involvement was with their Advisory Forum in June 2008, where all the members of the forum received a “DMS Programme Folder” to assist them in the implementation of the Act and NDMF.  At this occasion the use of the folder was explained in detail.  This should lead to a uniform approach by all the stakeholders involved in disaster management in the province.

 

 

DMS takes a walk down the Kruger National Park

The KNP sent out a request for a proposal to all bidders for the development and implementation of an emergency disaster and response plan, including the establishment of committees and support infrastructure.  DMS came out victorious in this process and was appointed by KNP to oversee the whole project in implementing the Kruger National Park’s Emergency Disaster Management Plan. This will see increased awareness and preparedness levels in all staff involved in emergency plans.

 

 

DMS Western Cape – Training school principals in the implementation of Disaster Management

The Cape Winelands District Municipality launched an initiative to promote awareness and knowledge in disaster risk management throughout all schools in their area.  DMS developed a 1-day workshop aimed at the basics of disaster risk management (including a high-level risk assessment).  This was presented successfully in the five local municipal areas.

 

 

DMS Eastern Cape – OR Tambo request the COMBO

 

May 2008
DMS was requested to present the Combo (Combined Disaster Risk Management and Business Continuity Management exercise) to OR Tambo District Municipality.  The combo exercise was an integrated session of risk assessment and profiling.  All the stakeholders participated by collecting data in their own departments, analysing  all the risks involved and finding workable solutions to these risks. This exercise continued for a period of 3 days, after which IDS (DMS’s GIS partner) processed the data and compiled a high-level risk profile for the region.

 

 

The NDMC reflects on the year's events in their "Annual Report"

 

2007 - 2008
According to the National Disaster Management Act (section 24), it is necessary for the NDMC to prepare an Annual Report for submission to the Minister. This report should be a reflection of the past year’s activities. With such a challenge at hand, the NDMC entrusted DMS with the mammoth task of compilation of the Inaugural Annual Report from the information provided by national and provincial disaster management stakeholders.  The annual report was successfully completed, printed expertly and launched on the Department of Provincial and Local Government’s Disaster Management Indaba that was held on 9 – 10 July 2008.

 

 

DMS Western Cape - BIG DEAL... City of Cape Town

The City of Cape Town saw the need to conduct a comprehensive risk assessment that includes:
 

·    A City-wide hazard, vulnerability and capacity assessment;

·    A community-based Driven Risk Assessment; and 

·    Analysis of physical threats to the environment, property, infrastructure and life. 

Inspired to make a difference, DMS joined forces with Africon on this project to provide workable solutions for the City of Cape Town. The findings of the project will help with the strategic planning within the City and will be used to inform the drafting of a Level 2/3 Disaster Risk Management Plan for the City.   Throughout the process DMS will be focusing on community based driven risk assessment, which will be conducted at ward level.

 

 

Emalahleni Local Municipality implements their Disaster Management training programme

The Emalahleni Local Municipality invited DMS to facilitate their Advisory Forum meeting, after which they decided to go ahead with their risk assessment with the assistance of DMS.  After completion of local workshops in their communities, DMS’s GIS partner (IDS), will capture the data provided on GIS and provide the municipality with a risk profile.  In the training process, the officials should gain the knowledge to manage their risks on a continuous basis.

 

 

Making waves in KwaZulu-Natal with Amajuba District Municipality

The Amajuba District Municipality launched its Advisory Forum in 2006 and wanted to conduct a workshop to address all the issues with regard to the roles and responsibilities of such a forum.  DMS offered to facilitate a workshop with both the newly elected and the existing members of the District Disaster Management Advisory Forum. A 2-day Disaster Risk Management training workshop was held, determining exactly where the District stands with regard to the implementation of the Disaster Management Act and the NDMF through a gap analysis, and including the principles of risk assessment and risk reduction. The Advisory Forum members were capacitated by DMS to play a meaningful role in the forum.

 

 

Gauteng Department of Agriculture, Conservation and Environment implements an Agricultural Risk and Disaster Management Plan for Gauteng Province

DMS was awarded the tender to implement an Agricultural Risk and Disaster Management plan for Gauteng Department of Agriculture, Conservation and Environment.   The task included:
 

·    Identifying and ranking of potential risks and disasters within the Department of Agriculture; 

·    Identifying and assessing risks in relation to the vulnerability of the areas and people; 

·    Establishment of provincial priority programmes for risk reduction, including preparedness, mitigation, response, recovery and rehabilitation; 

·    Establishment of mechanisms for coordination of disaster response amongst all role players within the Gauteng area; 

·    Alignment of the plan with the District Risk and Disaster Management Plan; 

·    Alignment of implementation mechanisms with local government institutions; and 

·    To develop systems for monitoring and evaluating the risk and disaster management plan. 

Following our slogan, DMS found workable solutions to this need by emphasising internal capacity building through developing skills and attitude to reach these goals.  The project was completed successfully.

 

 

DMS Eastern Cape - Disaster Management training in the OR Tambo District

The OR Tambo District Municipality requested a proposal from DMS on a comprehensive disaster management training programme.  DMS suggested the following:
 

·    How 2… Perform a gap & current reality assessment; 

·    How 2… Plan & conduct community driven risk assessments; and 

·    How 2… Develop & implement risk reduction strategies.

The training was conducted during January and February 2008 and provided participants with a head-start for the New Year.

 

 

DMS Western Cape – DMS caters for CDW’s Disaster Management training in the Western Cape

The Department of Provincial and Local Government in Western Cape appointed DMS Western Cape to take on the task of capacitating their Community Development Workers (CDW’s) through Disaster Risk Management training. A 2-day workshop was held, aimed at introducing and implementing the Disaster Management Act and the National Disaster Management Framework.  At the end of the workshop the participants were able to assist the organs of state to perform a basic hazard and vulnerability exercise in the community, do risk reduction planning, response and recovery planning and were able to define the basic elements required in the plans as applicable for CDW’s.

 

 

Gauteng Provincial Disaster Management Centre capacitates newly appointed employees

The Gauteng PDMC appointed new employees and saw the need to provide additional training in Disaster Risk Management.   Given their previous experience and contact with DMS and the level of satisfaction with the other products offered to the province, the Gauteng PDMC entrusted DMS with the task of capacitating its employees. The course was successfully completed within two weeks.

 

 

SARS recognizes DMS

After a successful meeting with SARS on the 11th January 2008, SARS appointed DMS to facilitate a process to create awareness of the basic concepts of business continuity throughout SARS.  Various workshops were presented to a total of 326 SARS employees, enabling the participants to understand business continuity management, as well as the business risks in their area of responsibility.

 

 

DMS Western Cape assists the Western Cape Provincial Government

 

 

 

Feb - Aug 2008
DMS joined hands with Africon to submit a proposal to the Western Cape Provincial Government on the tender for “The Development of a Generic Disaster Management Response and Relief Plan”.  This was awarded to us during February 2008, and since then a large amount of work has been done in this regard.  The SOP’s that have been developed will ensure that disaster management response and relief efforts in the province can be implemented successfully as and when needed.

 

 

Partners in Disaster Management Training (DMISA Magalies)

DMISA Magalies invited DMS to partner with them in hosting a Community Based Risk Assessment workshop for Councillors, Municipal Managers, HODs, Volunteers, Community Development Workers, NGOs, Emergency Services Officials, DMISA members and Disaster Management Officials.  The workshop was held in the Rustenburg Civic Centre, and was graced by delegates from the different Provinces. The Delegates shared a common passion for finding solutions for disaster management problems facing their respective communities, bearing in mind that 'disaster management is everybody’s business'.

 

 

DMISA Western Cape partners with DMS

Prompted by the very successful workshop with DMISA Magalies Region, DMISA Western Cape Region partnered with DMS on a Disaster Management Compliance & Competency Development Workshop held in Mykonos.  The workshop was yet another opportunity for DMS to distribute the knowledge and the skills required in such a field. Edutainment was the order of the day, there were games and tools galore to assist participants to learn and apply the concepts, methodologies and practices of DM.  This was a very successful project where DMS could assist DMISA in their aim to create learning and networking opportunities for its members and furthering the interests of the disaster management profession in Southern Africa and ultimately reducing Southern African vulnerability to disasters. This led to DMS being invited for yet another session of Edutainment in Compliance & Competency Development Workshop that was held in Mykonos in February 2008.

 

 

DMISA National Conference

As always, DMS participated in the annual DMISA conference, which was held in Jeffery’s Bay from 17 – 18 October 2007. The conference was attended by the who’s who of disaster management in the country. The DMS team participated in facilitating and demonstrated their level of expertise during group discussions.  DMS also took part in the exhibition competition, displaying our products, and were privileged to win the trophy for the second year in a row.  We are looking forward to the 2008 conference.

 

 

City of Joburg Region E

A COMBO exercise, led by the highly efficient DMS Team, was conducted in the City of Joburg Region E. All the stakeholders were requested to collect data from their respective departments and to measure the risks in order to compile a risk profile.   The success of this project prompted interest within the other regions to conduct the same exercise. The other COMBO exercises were conducted in Region 8.

 

 

Moretele Volunteers

 

July 2007
Moretele Local Municipality invited DMS to train their volunteers on the basics of disaster management.
 The aim of this training was to capacitate all the volunteers about their roles and responsibilities according to the Act and the line functionaries. The training was conducted in two days.

 

 

Cape Winelands District Council takes it further and wider

DMS was awarded the tender to present Disaster Risk Management Training to Politicians, Management and NGOs of the Cape Winelands District Council and its Local Municipalities.
 
During the training special emphasis will be placed on the duties and responsibilities of elected office-bearers, municipal departmental heads and the role of NGOs. The importance of community participation in the disaster risk reduction process and the use and application of indigenous knowledge in community based risk assessments will also be emphasised.
 
The training will take place in May 2007 and 5 sessions are planned throughout the district (provisionally Stellenbosch, Paarl, Ceres, De Doorns and Worcester) and each session will be over a period of 3 days.

 

 

Gauteng Province takes the lead

Gauteng Province awarded a tender to DMS to assist the three District Municipalities in Gauteng to build internal capacity by training a core group to plan and implement their disaster management programme.   Oak Solutions (Pty) Ltd assisted with a strategic planning process and Pat Reid Consultancy CC worked with DMS assisting the districts to develop their own Municipal Disaster Management Policy Frameworks.   The group of learners was supported to review their institutional capacity, perform a basic risk assessment, develop integrated risk reduction strategies for the priority risk identified, and develop contingency plans for the priority risks.   The last but vital part of this process was to integrate disaster risk management into IDPs. 
 
The outstanding results and outcome of this process and the positive feedback from the learners led to the enrolment of a number of learners from the three Metros in the province on a similar phased approach programme that starting during May 2007.

 

 

Eskom Corporate Security

DMS was contracted to assist Eskom Corporate Security Risk Management to develop a Security Risk Management Policy Framework.   Through a series of workshops the framework were developed whilst the participants were also capacitated in the basic principles and practices of framework development, institutional capacity creation, risk assessment, risk reduction planning and other related skills.   Mr Martin Strauss, Head Corporate Security Risk Management expressed his satisfaction with the programme in a very practical manner…. booking the next programme for more of his staff members!

 

 

Monitoring the status of DM in South Africa

DMS was contracted by the NDMC to develop an integrated “National Disaster Management Monitoring and Evaluation Instrument”.    This management instrument will assist disaster management personnel as well as departmental staff at national, provincial and municipal spheres to perform a self assessment and report on their status in terms of compliance to the Disaster Management Act and National Disaster Management Framework.   This instrument can be used in conjunction with PPO™ (Project Portfolio Office), the project management system used by the NDMC to track progress on all disaster management projects.   The national guidelines that are in development stage will also enhance the implementation of good practice when used in conjunction with the “Monitoring and Evaluation Instrument” as well as with the PPO™ system.
 
The three “tools” will assist decision-makers, officials and political leaders at all spheres to make informed decisions in terms of future investment to build resilience and improved safe environments for the communities.

 

 

Limpopo Disaster Buster™ Business Breakfast

DMS Limpopo is making its presence felt by broadening their market exposure to the public, private and non governmental spheres alike. The Disaster Buster™ Business Breakfast was held on the 30th of March in the Bolivia Lodge. 15 participants from NGOs and provincial departments were present. 
 
The theme was “Learnership, the DMS way”. All parties had a one thing in common i.e. interest in the disaster management learnership on NQF Level 4. The parties also had a platform to network and new business friendship was established.
 
DMS Limpopo’s managing director; Mr Knowles Marivate was introduced to the public in a real DMS manner. The DMS products and services were displayed and interest is very high.

National Organs of State Business Breakfast

DMS hosted a successful business breakfast for national organs of State in Centurion Lake Hotel during March 2007.   The objective was to share information on the role and obligations of national organs of state and to provide a network opportunity for participants. 

Four guest speakers addressed current key issues like:
 

·    “Legal obligations in terms of the Act and Framework” – Ferdie Mocke – DMS 

·    “Developing a Disaster Management Strategy” – Roland de Vries – Oak Solutions 

·    “Using a project management approach to disaster risk management” – Guy Jelley – Post Vision 

·    “Lessons learned through DRM Strategy Development” – Elias Mahlabane – South African Police Service

DMS gives Groote Schuur Hospital disaster risk management knowledge and skills transplant

During February 2007 the trend-setting Groote Schuur Hospital in Cape Town took ownership of its responsibility to deal with internal disaster risks and with the response to mass casualties from elsewhere within the Western Cape.  The Western Cape Department of Health contracted DMS to present disaster risk management training to 30 of their Management and Supervisory staff. The training which took place during March 2007 was very successful and highlighted the need for hospitals to not only focus on the medical aspects of disaster planning but to also widen their area of concern to include the impact of external risks and incidents which can impact on their activities.

 

 

SAPS – going the strategic route

The South Africa Police Service contracted DMS in conjunction with Oak Solutions to facilitate a national disaster risk management strategic planning session for SAPS.   The workshop, that took place during March 2007, was attended by 50 senior officers representing all the divisions and provinces.   The outcome of this intensive 3-day workshop was a Disaster Management Strategy for SAPS specifically that will be implemented over the next three years.   A1 ´3 meter graphical “roll-out” depicting the total strategy was also produced to enable everyone involved to get a “at a glance” review of this integrated but simplified strategy.

 

 

Western Cape companies and organs of state invest in Business Continuity Training

Our UNISA-certified, phased approach training course in Business Continuity Management, was presented in Cape Town by DMS during the latter part of 2006. The course was attended by participants from Metropolitan, Intercape Bus Service, Eskom (Koeberg), SANDF and the City of Cape Town.
 
By the end of the course each participant had had the opportunity to practically apply every step of the business continuity process in his or her own organisation, and could walk away from the course with a complete, wall-to-wall Business Continuity Strategy and Plan.

 

 

Jo'burg – opted for a “Combo Solution”

The City of Jo'burg contracted DMS to facilitate a DMS Combo risk assessment programme during 2006.  The DMS Combo project is an integrated risk assessment process aimed at integrating the risk profiles generated by various role-players into one risk profile for a specific geographical area.     75 key role-players from both the public and private sector participated in the process which covered the Inner City.  The process involved a two day intensive workshop, a two week period where all participants collected data and analysed their own organisation’s risks and a one day wrap-up workshop.   A report covering the main findings have been produced and distributed to all the participants.   The data collected plus the risk analysis done on GIS was also provided to all on CD.
 
This Combo exercise was so successful that the next Combo for the next area is in the planning phase for implementation during 2007.

 

 

City of Cape Town Disaster Management Officials participated in a DMS Risk Assessment Course

During May DMS facilitated a Risk assessment course to 10 Disaster Management functionaries of the City of Cape Town over a 2 day period. During the process the officials from all the City Regions performed a risk assessment of his area of responsibility and created a risk map for area. The overall outcome of the workshop was that they performed a phase 1 and 2 Risk assessment for their regions that could then be consolidated into a phase 1 and 2 Risk assessment for the City. 
 
They were all of the opinion that the course assisted them to refine the City Corporate Disaster Management Plan and equipped them to sustain hazard risk assessments in their areas as a standard works-procedure.

 

 

Western Cape Provincial Disaster Management Centre cements the relationship between Disaster Risk Management and Integrated Development Planning

DMS partnered with Africon to present training to the Politicians and Management of the City of Cape Town and the 5 District Councils in the Western Cape. DMS facilitated an introduction to - and overview of Disaster Management, while Africon presented their risk assessment and planning methodologies and the application of the Disaster Management information management system developed by them for PG:WC.
 
Sessions were facilitated in the Cape Town metropolitan municipality, George in the Southern Cape, Bredasdorp in the Overberg, Beaufort West in the Central Karoo, Worcester in the Cape Winelands and at Ganzekraal on the West Coast. Many role-players for the first time realised the importance and interdisciplinary, multi-sectoral nature of Disaster Management.
 
DMS strengthened its position as a practical, systems-independent training organisation that does not follow the classical consultant approach but rather focuses on laying foundations and building capacity – getting the basics right.

 

 

Department of Communication Auditors go the DMS WAY

Once again DMS has done it, with another national department. This time is capacitating the department of communications auditors. This was a 2 day workshop where there were 16 participants who are mainly auditors. The aim of the workshop was to give them an overview on disaster management and to create IT recovery plans for the department.
 
The workshop exceeded the client’s requirements and opened their eyes to the DMS and achieving the goal of being able to draft their own plans through DMS facilitation and knowing their roles and responsibility in disaster management. Feedback was extremely positive and a long term relationship being established with the department. It was all smiles when everybody received their certificates after the workshop but the true reward was the skills, knowledge and attitude gathered to execute their tasks.
 
What an achievement and joy to see our partners being capacitated to their own thing.

 

 

Community Chest Western Cape takes the lead in aligning event planning with the “Safety at Sports and Recreational Events Bill”

During February 2006 DMS facilitated the process of aligning the Maynardville Carnival event planning with the requirements of the “Safety at Sports and Recreational Events Bill”
 
Planning took place with all the public safety role-players over a two-day period. During the workshop a detailed risk analysis were done and the framework for the event plan was finalised. The final plan was accepted and signed off by the Head of the City of Cape Town Disaster Risk Management Centre and the SAPS without any requirements for changes or amendments.
 
All participants were of the opinion that the process followed allowed for all stakeholders to participate and the final product was excellent and a first of its kind at that stage.

 

 

DMS making great strides in the province of the EC

The beginning of 2006 has seen DMS kick starting with a bang in the province of the Eastern Cape. DMS is part of the consortium of companies that are appointed to head the pilot project that will see the Disaster Management Act 57 of 2002 being implemented. The pilot is also an establishment of the benchmark that will be used in other provinces upon successful completion.

DMS is responsible for the ETD (education, training and development) side of the pilot where they are to establish a career path for the practitioners within the DRM fraternity in the EC province and later the country as a whole.

The team is headed by Ferdie Mocke and facilitated by two facilitators, Lazarus Mlangeni from our national office and Nokufika Mahamba, being from within the province.

The consortium, consisting of DMS, Oak Solutions, Pat Reid Consulting and Umata Development Solutions, has made great strides in the development of the provincial framework, strategy as well as the implementation plan.

Keep watching this space for further developments of this wonderful project that will see new beginnings in the history of DRM in our country.

 

 

Establishment of provincial companies

In a drive to enable DMS to render even a better service to the industry, provincial companies are being established through co-ownership with local businesspeople.  We are glad to announce that the first of these, DMS Western Cape, has started their business based in Cape Town.  The new directors are Geoff Laskey and Sibongile Mqakayi, with Johan Minnie assisting them part-time as Training and Facilitation Coordinator.  They have just completed their first successful workshop, congratulations from the side of DMS National!

 

 

Mpumalanga tender

DMS, in a consortium with Umata Development Solutions (Pty) Ltd and Vukani Consulting Engineers and Project Management CC, has won a tender for a Disaster Risk and Vulnerability Assessment Study for the Mpumalanga Province.  In true DMS style, the focus is not on consulting, but on capacity building.  Training are being provided to 100 people within the province, capacitating them to assist in the study and ensuring that they will have the capability to maintain the results of the study.

 

 

Establishment of Provincial DMS Companies

We are currently busy with the establishment of provincial DMS companies in Eastern Cape, Western Cape and Southern Gauteng.  Shareholders in these companies will be both DMS Central and local business people.  These companies will operate under licence from DMS Central and will adhere to the values and norms that form part of the DMS company culture.  As soon as it is finalised, we will introduce the new owners and directors of the provincial companies on this website.   We are looking forward to this business venture that will enable DMS to render its services on a countrywide basis.

 

 

DMISA conference on Hartenbos

A core group from DMS, representing management and marketing, attended the annual DMISA conference that was held in Hartenbos from 19 – 20 October 2005.  Ferdie Mocke also acted as facilitator for one of the sub-plenary sessions where discussions were held on one of the enablers mentioned in the Framework, namely "Information Management and Communication".  The conference was very informative and quite a lot of interesting people were present.  We hope to send a bigger delegation to next year's conference!

 

 

Visit to Sweden

As a result of his involvement in the planned role-out of the NDMF in Eastern Cape, Ferdie Mocke was invited to visit SAAB.  The objective of the visit was to secure relations with the Räddningsverket and to discuss further cooperation with SAAB.  Although a very short visit, only from 25 – 28 September 2005, it was highly successful and we are anxiously awaiting further developments in this field.

 

 

Workshops – Provincial and National Organs of state on the National Disaster Management framework and Implementation Strategy

The MD of DMS, Ferdie Mocke, who was part of the drafting team of the NDMF, was also the facilitator of abovementioned workshops, which were held from May to July 2005.  Other role-players that were also included, were Roland de Vries and Craig Harrison, from Oak Solutions, as well as Pat Reid, who was also part of the drafting team.

These workshops were highly successful in promoting the whole concept of "Disaster Risk Management is everybody's business" while at the same time communicating the requirements of the Act and Framework.
