"How to ... Series" Skills Development Programmes

 

This is a series of programmes made available by the DMS group to development specific skills in the Disaster Risk Management fraternity. To develop and implement disaster risk management programmes, certain skills are required such as the establishing and managing Disaster Risk Management Advisory Forums, obtaining the buy-in and commitment from politicians and senior management, etc. Therefore this series of programmes are linked to the four Key Performance Areas and three Enablers of the Disaster Management Act (57/2002): A policy framework for disaster risk management in South African (Gazette no. 27534). See below the respite of the skills development programmes.

 Develop an Implementation Strategy for DRM

You will be attending this 3-day life changing workshop, focusing on Strategic Planning and develop your strategic planning skills.   On completion you and your management team will have addressed the current reality in you area and will have developed a Disaster Management Strategy to suit your organisation’s specific needs.  The plan will also be aligned with the dplg’s National Disaster Management Strategic Implementation Plan.

The Strategy will address the strategic objectives, operational plans a
nd required means like infrastructure, people and systems as well as detail project plans on how to achieve the objectives.   Sensitive issues like positioning and placement of the DM function in relation to other functions as well as the ultimate structure for the DM function will be addressed and formulated.

The strategic planning skills you will acquire will include business analysis, strategic option generation and evaluation of strategic options and selection of the ultimate strategy.

 Develop a DRM Policy Framework and get it adopted

You will experience a weeklong exciting worksh
op in your province, whereto representatives of all the metros and district municipalities will be invited.  Your current documents (if any) could be used and, with the assistance of Pat Reid and Ferdie Mocke, members of the drafting team of the National Disaster Management Framework, you will develop your own policy framework while developing and practising your policy formulation skills.

The workshop will unfold in a participative experience, reviewing and considering your own situation and with the aid of well defined and formulated templates, formulating your own framework.  This approach ensures that you understand and influence the final policy direction of DM in your domain.  The experience you will gain during this workshop will enable you to facilitate and assist others with similar processes.  The final outcome of this workshop will be a policy framework, based on you own initiative and drive, ready for public comment.

 Perform a GAP & Current Reality Analysis

When attending this 3-day workshop, you will learn how to conduct a current reality or gap analysis in your own area.  The National Disaster Management Monitoring & Evaluation Instrument, as made available by the NDMC, will be used and you will learn how to apply your monitoring & evaluation skills in a very practical and participative manner.

The KPIs as reflected in the National Disaster Management Framework form the basis for this very exciting and interactive workshop where the meaning of “learning” takes a new dimension.  The GAPA workbook brings a new angle on gap analysis and makes it easy and fun to assess compliance and performance.   The Gaps will be identified and the “Possible Projects List” will be used as guidance to identify the “Projects Templates” to be used to close the identified gaps.   Recommendations on how to fill these gaps will be discussed during a well defined process of scoping and customisation of the project plans.

The “DMS Disaster Risk Management Programme Folder” will be used as guidance to define what need to be documented to comply with the requirements of all the KPAs and Enablers.

 Obtain buy-in from politicians and senior management
 
In a 2-day series workshop you will learn presentation and negotiation skills.   This will assist you to present your proposals in an acceptable and convincing way.   You will learn the best ways to convey the importance of disaster management in your own community and organisation to the decision makers.   You will learn how to identify and convince a “champion” to help you in whichever way possible to get the message across.
 
This very practical and participative workshop will expose you to designing your own “story-line”, putting it into a powerful and interactive “mindmap” and translating it into a convincing PowerPoint presentation.  Your personal presentation skills will be put to the test and enhanced to such a level that you will tackle the next presentation with confidence.  Modern presentation and evaluation methodologies are applied to assist you achieve success with your effort to obtain buy-in and commitment for senior management and politicians.

 Establish and manage Advisory Forums

This 2-day workshop will assist you to establish, plan and facilitate Disaster Management Advisory Forums.  You will learn how to develop a DMAF’s Terms of Reference, how to invite the appropriate role players; how to plan meetings and present progress reports.   You will also be able to establish Technical Task Teams and facilitate multi-disciplinary task teams through the facilitation and organising skills that you will be taught.

This workshop can be conducted with the members of the Advisory Forum, ensuring success and buy-in form the outset.  They will participate in a very practical manner to discover what their respective roles in the forum are and how to play it successfully.   The fun and constructive way in which this workshop is conducted will ensure that all the members will be back for the next Advisory Forum meeting and be ready to play their roles in future with enthusiasm.

 Plan & conduct community driven risk assessments
 
As part of the community focus in Disaster Risk Management, it is essential to be able to facilitate and conduct community driven risk assessment.    During this 3+2-day workshop, you will learn the principles of risk assessment and methodologies applied to community based risk assessment and apply it in practice.   You will compile a risk profile based on the identified hazards, defined vulnerabilities and capacity.
 
Practical and easy to use GIS tools and the “Disaster Buster™ Risk Mapper” w
ith a detailed guideline will be used to assist you to acquire this essential risk assessment skill.    The risk assessment process will lead you to compile a comprehensive risk profile comprising a spatial as well as a risk quartile matrix, (quantification of multiple hazards, multiple vulnerabilities and capacity) ready for use and reporting to senior management.

 Develop & implement risk reduction strategies
 
Legislation puts a large emphasis on risk reduction.   This 2-day workshop will focus primarily on development of project management skills enabling you to plan, scope, manage and execute risk reduction projects in an effective and efficient manner.    The very practical and interactive workshop will provide you with the knowledge, skills and attitude necessary to lead risk reduction in the true sense of the word … by examples based on practical skills.
 
Multi-disciplinary project scoping, planning, management, reporting and control are all part of the skills package included in this workshop.   Risk costing and financial cost benefit analysis are also part of the workshop to ensure a balanced approach to risk reduction.

 Integrate DRM into IDPs

Disaster Risk Management and Development is synonym.   Disaster Management plans should be incorporated into the IDPs and this requires specific skills and a very practical approach.   This 3+2-day workshop will teach you integration
management skills, enabling you not only to develop both disaster management and integrated development plans, but to integrate it into a well balanced and acceptable “community resilience” development plan.

This workshop should preferably be attended by both the disaster management practitioners and the IDP managers to ensure common understanding and seamless integration.   This is the ultimate experience of achievement when risk reduction in totally integrated into the developmental agenda of government…. come and experience it yourself!

 Develop & test contingency plans

After completion of this 2+2-day interactive workshop you will be able to apply your contingency & scenario planning and simulation skills to develop and exercise disaster management contingency plans.   This will firstly focus on contingency planning that will address the identified hazards in a multi-disciplinary and integrated manner.

Early warning systems, response and mobilisation, disaster assessment, classification and declaration as well as integrated response and incident management will be addressed.  This workshop also includes the processes to plan and execute an effective exercise programme to ensure effective response during and after disasters by all relevant role-players as part of an integrated team.  The process of planning, preparation, execution and debriefing will be covered in detail, enabling your to drive the process professionally.

 Set up and manage an integrated DRM information system
 
After this 3-day workshop you will understand your own organisation’s disaster management information needs, the dynamic interaction between different system components and the process on how to go about using it optimally.  Your own personal IT skills will be enhanced and recommendations related to further personal development will be made.
 
The process during the workshop will help you to unders
tand the IT world from hardware, software, data-processing and information management right through to information dissemination systems.  Data collection methodology, data analysis and information generation will be addressed in an “easy-to-understand” and fun way.   Come and discover that the “black box” is not really an issue and that it can be fun using disaster management related software to perform risk calculations, analysing trends, compiling quality reports and presentations and using basic GIS functions.

 Plan & achieve community participation

In this 2-day workshop you will be exposed to and equipped with community communication skills.   During this workshop the emphasis will be on insight into community dynamics and the application of various communication skills in order to convey a clear message and achieve the full commitment and participation of your community in the Disaster Risk Management Planning process.


Communication skills are the most important skills of any person interacting with communities and are often neglected.  The practical and role-play approach during the workshop will ensure that you master these key skills in a fun and exciting way.

 Plan & execute a DRM awareness programme
 
In this 2+1-day workshop you will learn how to plan, prepare, launch, manage and evaluate an integrated disaster management awareness creation programme.   The process includes theoretical background and principles but the main focus will be on the practical aspects of the planning and execution.   You will have the opportunity to experiment with your own ideas in the real life situation through a practical assignmen

You will learn about the profiling of target markets, designing of an integrated and multi-media awareness programme as well as experiencing the satisfaction of running your own awareness programme under controlled conditions.   You will learn the wonderful power of using games to create awareness.

 Empower your staff through personal development plans

One of the most important aspects of skills development is succession planning. Especially in the Disaster Risk Management field, you should always be ready to hand over you duties to someone else. In this 2-day workshop you will learn all about mentoring and coaching requirements, process and methodologies.   You will also learn how to engage in a mentor-protégé relationship, plan mentoring interventions and affectively mento
r a protégé.

During the workshop you will use the “Disaster Buster

In this 3-day workshop the basics of project management is made easy to understand.    Your project management skills will be enhanced to ensure that you plan and manage projects effectively.  The key components of projects namely outputs/deliverables, time and money will make perfect sense after you have completed you own hands-on project in the classroom situation.

In this 2-day workshop you will obtain an understanding of financial terms, principles and practices as used in the public and private sector.  Funding mechanisms available with the pros and cons of each one will be addressed.  Operational and capital budgeting is also addressed to assist you if you need to develop and run your own budget.   This workshop could also be called “financials and funding for dummies” due to the uncompl
icated examples.
 
Case studies are used to demonstrate and experience the key components involved in funding planning, budgeting and monitoring of expenditure.   This is a real “must attend” workshop for all non-financial practitioners.
