DMS has developed the Combo to strengthen the partnership between the public and private sector.  The main aim is to conduct a high-level risk assessment for a specific area / region where the emphasis is on the overlapping concerns of the public and private sectors, utilities and regulators.   Instead of following a traditional consultative approach, DMS follows a facilitated approach where all role-players are invited to participate in the process.  The identified role-players are invited to attend a training / capacity building session.  After this they do a high-level risk assessment of their business environment and the combination of the inputs of all participants lead to a high-level risk assessment for the region.

The Combo facilitates understanding between the public and private sector with regard to the difficulties of service delivery and highlights the concerns of both sectors with regards to the hazards that the communities face.
