 Background
With reference to the Disaster Management Act No 57 of 2002, Article 39 (2) (k) for provinces and 53 (2) (k) for municipalities, these entity’s disaster management plans must:
 (1) (k) contain contingency plans and emergency procedures in the event of a disaster, providing for-
  (i)    the allocation of responsibilities to the various role-players and co-ordination in the carrying out of those responsibilities;
  (ii)   prompt disaster response and relief,
  (iii)   the procurement of essential goods and services;
  (iv)  the establishment of strategic communication links;
  (v)   the dissemination of information; and
  (vi)  other matters that may be prescribed.

This is further expanded in the NDMF section 4.3 describing “Integrated response and recovery”.

DMS has developed the “Integrated Response Management (IRM)” solution to assist municipalities in their quest to adhere to the requirements of the Act and NDMF.

IRM aims to assist the multi-disciplinary disaster management team (across functional boundaries) in developing an incident management plan and testing the implementation thereof in a simulation-based exercise according to their own circumstances. 

There are two versions of IRM (based on similar outcomes), namely:
·    Integrated Team Training (10 days)
·    Compact Incident Management (5 days)

The difference in these two is embedded in the intensity of the training – it is obviously possible to go into more detail over a longer period.

 Outcomes

Integrated Team Training

On completion, the participants should be able to:
·    Compile a variety of integrated response and recovery management plan as part of the full spectrum of 
     contingency plans required.
·    Fulfil the role and responsibilities required in the execution of these plans.
·    Understand the influence and the role that all multi-disciplinary agencies have to play in these activities and
     when to act as lead agency and when to support.
·    Understand and apply the concept of Command and Control in the context from On Scene Command (OSC), 
     Unity of Command (UoC) and Unified Command within the Integrated Response Centre /Disaster Management 
     Centre environment.
·    Fulfil their specific role and responsibilities as part of the Integrated Response and Recovery Structure.

Compact Incident Management

On completion, the participants should be able to:
·    Assess and analyse and incident, including response to the incident, as well as the identification of agencies and
     determination of specific resources.
·    Understand the influence and the role that all multi-disciplinary agencies have to play in these activities and
     when to act as lead agency and when to support.
·    Understand and apply the concept of Command and Control in the context from On Scene Command (OSC),
     Unity of Command (UoC) and Unified Command within the Integrated Response Centre /Disaster Management
     Centre environment.
·    Fulfil their specific role and responsibilities as part of the Integrated Response and Recovery Structure.

Included in the above, emphasis will be placed on the use of effective communication techniques.

(Module 1 – 4 consists of the theoretical phase and Module 5 & 6 of the simulation phase)
 
Compact Incident Management

·    Module 1:    Basic Concepts and Context of Incident Management (including theory of risk assessment)
·    Module 2:    Incident Management Roles and Responsibilities
·    Module 3:    Response and Recovery (Planning, Structure and Operations)
·    Module 4:    Effective Communication Techniques
·    Module 5:    Practical Incident Management

(Module 1 – 4 consists of the theoretical phase and Module 5 of the simulation phase)

 NQF Level and Credits

Integrated Team Training

The Integrated Team Training is carries 24 credits and is based on the following unit standards (part of the “National Certificate: Incident Management, NQF Level 5”):
·    119031:     Assess and analyse an incident
·    119033:     Implement an Incident Management Plan
·    12433:       Use communication techniques effectively
·    120382:     Plan, organise and support project meetings and workshops

Compact Incident Management

The Compact Incident Management carries 14 credits and is based on the following unit standards (part of the “National Certificate: Incident Management, NQF Level 5”):
·    119031:     Assess and analyse an incident
·    12433:       Use communication techniques effectively

 Duration

Integrated Team Training

Integrated Team Training is presented over a period totalling 10 days – 5 days classroom (modules 1 – 4), a two week break for the development of plans as per the practical assignment and then 5 days classroom again for the simulation phase (modules 5 – 6).

Compact Incident Management

Compact Incident Management is presented over a period totalling 5 days – 3 days classroom (modules 1 – 4), a two week break for the development of plans as per the practical assignment and then 5 days classroom again for the simulation phase (module 5).

 Accreditation
DMS is accredited at TETA to present the IRM training.
