How 2: Develop a disaster management framework and get it adopted
You will experience a weeklong exciting workshop in your province, where to representatives of all the metros and district municipalities will be invited. Your current documents (if any) could be used and, with the assistance of Pat Reid and Ferdie Mocke, members of the drafting team of the National Disaster Management Framework, you will develop your own framework while developing and practicing your policy formulation skills. |

When attending this 3-day workshop, you will learn how to conduct a current reality or gap analysis in your own area. The Disaster Management Evaluation Tool, as made available by the NDMC, will be used and you will learn how to apply your evaluation skills. How 2: Introduce DRM to specific target groups: |
- Executive Workshop
This ½ day or 1-day workshop (depending on the needs of the client and availability of executives) is aimed at obtaining the commitment and buy-in of executive and senior management (e.g. Municipal Managers and Heads of Departments) and providing them with a strategic overview of disaster risk management. It will provide a solid platform for the participants to be able to manage and oversee the development and implementation of a disaster risk management programme within their respective areas of responsibilities.
On completion, the participants will have a strategic overview of the legal obligation and financial need for disaster risk management and the associated planning and responsibilities; will understand the basic principles of disaster risk management and a disaster management programme and how it apply in their area of responsibility and will be able to oversee a basic disaster risk and vulnerability assessment and participate in effective risk reduction and mitigation strategies, programmes and projects. The participants will be able to describe the relationship between disaster management, development and service delivery; the need for a disaster risk management framework and implementation strategy. They will be able to take on leadership roles and be in the position to make informed decisions in terms of investment in disaster risk management and also the integration thereof into the normal service delivery obligations. |

- Municipal Managers & HODs
This 1-day workshop will follow the format and content of the Executive Workshop. The only difference between the two will be that the legal obligations of the Municipal Managers & HODs will be emphasised. On completion, they will have reached all the outcomes mentioned above. They will also understand that disaster risk management is a continuous and integrated multi-sectoral, multi-disciplinary process of planning and implementation of measures aimed at the prevention or reduction of the risk of disasters; the mitigation of the severity or consequences of disasters; emergency preparedness; a rapid and effective response to disasters; and post-disaster recovery and rehabilitation. |

- Community Leaders
Community leaders, councillors and ward committee members are very important in an integrated disaster risk management programme. They interpret the needs of the people and are ultimately accountable for service delivery. It is therefore crucial that all community leaders have a clear understanding of disaster management and how that can assist them to achieve the community and their personal goals.
On completion of this 2-day workshop, the participants will be able to explain the basic requirements of the Act and the NDMF applicable on the municipal's sphere of government and specifically as applicable to community leaders; describe the requirements of the Act in terms of creating institutional capacity with special reference to primary and secondary responsibilities, joint planning structures and cooperation agreements and the role of community leaders; assist to perform a basic hazard and vulnerability exercise in their area of responsibility; explain the process involved in risk reduction planning and describe the response and recovery planning process and define the basic elements required in such plans as applicable for community leaders. The participants will also be able to assist in assessing the status of the disaster risk management programme in a community and will be able to make informed decisions in terms of investment decisions or recommending corrective actions. |

- Volunteers
Volunteers are not only the first line of response during disasters, but they also play a major role in community awareness creation, risk reduction planning and providing basic capacity to improve community resilience.
On completion of this 2-day workshop, the participants will be able to explain the basic requirements of the Act and the NDMF applicable on municipals sphere of government and specifically as applicable to volunteers; describe the requirements of the Act in terms of creating institutional capacity with special reference to primary and secondary responsibilities, joint planning structures and cooperation agreements and the role of volunteers; assist the organ of state to perform a basic hazard and vulnerability exercise; explain the process involved in risk reduction planning; describe the response and recovery planning process and define the basic elements required in such plans as applicable for volunteers and describe how volunteers should be managed. |

- Community Development Workers (CDWs)
Development and disaster management are two sides of the same coin. The community development worker could therefore be a very valuable resource for disaster management – if he/she is properly capacitated and trained.
After completion of this 3-day workshop, CDWs will be able to explain the relationship between sustainable development and disaster risk management and apply it in their work environment; describe basic disaster risk management terminology and principles; assist in a basic community based risk assessment and advise on basic risk reduction and response plans in the communities. Armed with these basic skills the CDWs will be able to enhance their own role as community development agents and make a valuable contribution towards integrating disaster risk management into all developmental initiatives in their respective communities, including IDPs. |

How 2: Facilitate a workshop (train the trainer)
All people have valuable experience and knowledge – the role of the facilitator is to validate these experiences and to add new information to this experience-knowledge base. Through adequate outcomes-based education, training and awareness programmes and learning opportunities, facilitated by competent facilitators, the likelihood of disasters and the subsequent impact can be substantially reduced. Practical skills to facilitate advisory forums, risk reduction work groups, planning sessions, problem solving, workshops and community forums will provide you the ability to successfully implement the Disaster Management Act and the National Disaster Management Framework's requirements.
