
Skills Development Programme in DRM based on the NDMF

Background
In order to assist Disaster Management Officers / Practitioners in the implementation of the Disaster Management Act in their workplace, DMS has developed the unique “Skills Development Programme in Disaster Risk Management based on the National Disaster Management Framework”. This programme consists of four independent modules that are aligned to the KPAs as described in the NDMF. Ideally, a learner should start with Module 1 and work chronologically through the whole programme.
Due to the demands experienced in the workplace, it is not always possible for learners to attend the complete programme in a continuous way. DMS therefore offers this programme in a modular approach, whereby learners can register per module. The advantage of this approach is that the training can be adapted to suit the needs of a specific client. Notional hours are also divided in pre-reading, classroom time and implementation and assignments to enable the learner to make optimal use of the time available. Classroom time for each module varies between 2 – 4 days.
Outcomes
Module 1 – Integrated institutional capacity for disaster risk management
This module forms the basis of the programme and concentrates on the first KPA of the NDMF. It contains a lot of background information and is also based on the following unit standard: “Establish and co-ordinate forums for disaster risk management in a specific environment” (# 251962), with outcomes:
• Establish arrangements for the integrated execution of disaster risk management activities
• Produce terms of reference (TOR) for directing and guiding the relevant disaster risk management forums
• Conduct and execute forum meetings
Module 2 – Disaster risk assessment
This module concentrates on the second KPA of the NDMF. It is based on the following unit standard: “Conduct disaster risk assessment” (# 251967), with outcomes:
• Define, identify and classify hazards for a specific area by using different tools and techniques
• Identify and record critical facilities in order to identify high risk areas
• Determine the vulnerability of a community by applying different models of vulnerability analysis
• Define the capacity and resilience of a community to deal with risk
• Compile a risk profile to determine and highlight the high risk consideration areas
• Interpret risk profile to make high level recommendations for risk reduction strategies
Module 3 – Disaster risk reduction
This module concentrates on the third KPA of the NDMF. It is based on the following unit standard: “Develop and implement disaster risk reduction plans” (#251964), with outcomes:
• Scope and develop disaster risk management plans in consultation with other relevant role players and stakeholders
• Communicate and advocate disaster risk reduction plans to other role players and stakeholders
• Implement and execute disaster risk reduction plans using basic project planning principles
• Establish disaster risk management structures to support the development and implementation of disaster risk reduction plans
Module 4 – Response and recovery
This module concentrates on the fourth KPA of the NDMF. It is based on the following unit standard: “Implement disaster risk management principles in response, recovery, relief and rehabilitation activities” (# 251966), with outcomes:
• Utilise early warning indicators to inform and activate disaster response, recovery and rehabilitation
• Apply the resources available in the Disaster Risk Management (DRM) Centre and/or mobile centre
• Interpret disaster assessment and apply procedures to classify a disaster and declare a state of disaster
• Co-ordinate and integrate disaster response and recovery activities
• Implement basic recovery and response measures to reduce suffering from the effect after a disaster
• Facilitate rehabilitation and reconstruction measures to execute recovery and reduce disaster risk
NQF Level and Credits
• Module 1: NQF level 5, 6 credits
• Module 2: NQF level 5, 15 credits
• Module 3: NQF level 5, 10 credits
• Module 4: NQF level 5, 15 credits
Duration
Classroom time for the complete series is 12 days. Notional hours are also divided in pre-reading, classroom time and implementation and assignments to enable the learner to make optimal use of the time available.
Accreditation
Our training material has been submitted to the LG SETA for full accreditation. Due to our relationship with UNISA and the fact that all the material is also contained in the full “UNISA Programme in Disaster Management”, UNISA will issue attendance certificates until our accreditation is finalised.
