Incident Management Training

With reference to the DMA, Article 39 (2) (k) for provinces and 53 (2) (k) for municipalities, the DMPs of these entity’s must:

# contain contingency plans and emergency procedures in the event of a disaster, providing for:

  • Facilitate a ‘DRM Indaba’, ‘DRM Awareness Workshop’ or similar activity for key decision-makers at the highest level of an organ of state, organisation, municipality, province etc.; and
  • Facilitate establishing an Integrated and Multi-disciplinary DRM Structures (forums / committees / task teams) to provide a platform for the active participation of DRM and Development-related role-players.

This is further expanded in the NDMF section 4.3 describing “Integrated response and recovery”. 

DMS NPC has therefore developed the “Incident Management Training” to assist municipalities/organizations/institutions in their quest to adhere to the requirements of the DMA and NDMF. 


Purpose

“Incident Management Training” aims to assist multi-disciplinary Incident Management Teams/Structures (across functional boundaries) in developing an incident management plan and testing the implementation thereof in a simulation-based exercise according to their own circumstances.


Learning Outcomes    

After successful completion of this course, participants will:

  • Assess and analyse an incident, including response to the incident, as well as the identification of agencies and determination of specific resources;
  • Understand the influence and the role that all multi-disciplinary agencies have to play in these activities and when to act as lead agency and when to support;
  • Understand and apply the concept of Command and Control in the context from On Scene Command (OSC), Unity of Command (UoC) and Unified Command; and
  • Fulfill their specific role and responsibilities as part of the Incident Management Team/Structure.
