Programme in Disaster Risk Management

Capacity building programme, aligned to the NDMF.

This capacity building programme is aligned to the NDMF and consists of four independent modules that are aligned to the Key Performance Areas (KPAs) as described in the NDMF. DMS NPC also offers additional modules aligned to the three Performance Enablers of the NDMF, namely Integrated Information Management and Communication; Education, Training, Awareness and Research; and Funding. 

The four modules of the Programme in Disaster Risk Management are briefly described below. 

Module 1 – Integrated Institutional Capacity for Disaster Risk Management

This module forms the basis of the programme and concentrates on the first KPA of the NDMF. It covers two aspects:

# “Identify disaster related risks and threatening situations utilizing basic DRM concepts and indigenous knowledge”:

  • Define and explain concepts related to DRM
  • Describe and compare hazards and conditions of vulnerabilities in a specific environment
  • Identify local capacity to deal with hazards and vulnerabilities.
# “Establish and co-ordinate forums for DRM in a specific environment”:

  • Establish arrangements for the integrated execution of DRM activities
  • Produce terms of reference (TOR) for directing and guiding relevant DRM forums
  • Conduct and execute forum meetings.

Module 2 – Disaster Risk Assessment

This module concentrates on the second KPA of the NDMF:

# Conduct a disaster risk assessment:

  • Define, identify and classify hazards for a specific area by using different tools and techniques
  • Identify and record critical facilities in order to identify high risk areas
  • Determine the vulnerability of a community by applying different models of vulnerability analysis
  • Define the capacity and resilience of a community to deal with risk
  • Compile a risk profile to determine and highlight the high-risk consideration areas
  • Interpret risk profile to make high level recommendations for DRR strategies.

Module 3 – Disaster Risk Reduction

This module concentrates on the third KPA of the NDMF:

# Develop and implement disaster risk reduction plans:

  • Scope and develop DRM plans in consultation with other relevant role players and stakeholders
  • Communicate and advocate DRR plans to other role players and stakeholders
  • Implement and execute DRR plans using basic project planning principles
  • Establish DRM structures to support the development and implementation of DRR plans.

Module 4 – Response and Recovery

This module concentrates on the fourth KPA of the NDMF:

# Implement DRM principles in response, recovery, relief and rehabilitation activities:

  • Utilise early warnings indicators to inform and activate disaster response, recovery and rehabilitation
  • Apply the resources available in the DRM Centre and/or mobile centre
  • Interpret disaster assessment and apply procedures to classify a disaster and declare a state of disaster
  • Co-ordinate and integrate disaster response and recovery activities
  • Implement basic recovery and response measures to reduce suffering from the effect after a disaster
  • Facilitate rehabilitation and reconstruction measures to execute recovery and reduce disaster risk.
