To ensure the growth, maturity and enhanced resilience of any community exposed to threats, a paradigm shift is required by both the community themselves, as well as those that seek to serve and protect them. This must come in the form of active citizens taking part in community driven dynamic development planning, which can only be achieved with a foundation of good governance and strong leadership.

DMS’ role is to facilitate the paradigm shift using a collaborative strategic planning processes; dynamic integrated development planning GIS; project planning and management systems as well as funding and financial management systems.
